No, it doesn't. You can blocking certain contact to make them unable to send you a message. Here are the steps:
      1. On Messaging app, tap the Menu key then select Settings.
      2. Enable Spam settings under Spam message settings section.
      3. Tap Register number as spam.
      4. Here you can add the contact number you want to block them sending message to you.
      5. Once you've finished, tap Save button to save the changes.

      Hope this helps :)

    1. Hi Mohamed Omar,
      Thanks for coming here.
Unfortunately, till now I still can't find the app that will allow you to call the one who block your phone number. If you still want to do so, you may want to try to call him using another number. But, you must remember that if someone was blocking your number, he may have his own reason to done that. However, if the reason of blockage is the result of a charge of harrassment, then it will throw yourself into deeper trouble if you keep doing this.
      Hope this helps :)

Theoretically, you should be able to call the number you've blocked on your phone due to this option only affected to the incoming call not the outgoing. If you want to restrict an outgoing call, then you can customize it on your call barring option.
      Hope this helps :)

When you block certain contact number, then the phone will cut off the call. And of course you can block and unblock the required contact as you want. Try to remove the number, add it again to the list then try to use the number to call your phone. It should block the call. It may be rings once then dead for five seconds or so, rings again then rejected. You can see it on your call logs, usually it has the icon a cyan circle with slash.
FYI, I'm just post your comment only one due to other has similar meaning. I'm so sorry about that.

  10. My current issue with this entire situation is this...I have a few numbers added to my block/reject list, however I still get thw automated voice messages they like to leave (telemarkets).

So I'm curious, do you know of a way to prevent them from being able to leave you a voicemail?

Given your situations, try to use YouMail apps. You can get it free through Play Store. This application will allow you to set it to not accept voice mail.
      Hope this helps :)

Depends whether you activated the voice mail on your phone or not. If so, the calls will go to the voice mail. If not, the calls will be rejected.

This issue is one of the most frequent complaints reported by users. If you feel so annoyed with a lot of voice mails from the rejected contact, then you might be have to consider to use another third-party app called YouMail app. This app has the ability to set the phone not to accept the voice mail from the rejected contact.
      Hope this helps :)

    1. Hi Fotogaaf-Roy Mohan,
      Thanks for coming.
I'm so sorry to say that I have no idea about it. I have never received SIP/VoIP calls. However, I'm so wondering, did enable the "Unknown" option is unable to block that calls? Theoretically, this option will block all incoming calls from the number that are not listed in the Contacts app. But, have you ever tried to call your provider to ask their help to block SIP/VoIP calls? From what I've read, some providers even has been blocking SIP/VoIP calls in their network. That's why I believe that they should be able to help you to block SIP/VoIP calls.

    1. Hi Mae Ragland,

I'm so sorry to say that I don't know how to see a number in an anonymous message(try to ask help from your network provider, they may have a message log that will help you to know who was sent you an anonymous message). A message with anonymous sender usually sent from internet or Android phone(using an app to send anonymous message). However, did this message contain texts or just blank? If it's blank message, it may caused by voice mail. To fix it, go to Messaging app> tap the Menu key then select Settings> tap Manage SIM card messages> tap the Menu key then select Delete.
      Hope it helps :)

However, if your phone is running with Android 4.3 Jelly Bean, you can try to go to Settings> My device> Call> Call rejection. Or, you can add a contact to the reject list through the Contacts app by using the following steps:
      1. Open Contacts app.
      2. Tap the required contact.
      3. Tap the Menu key and then select "Add to reject list".

When a blocked contact calls you, you won't get any notification(sound or call notification in the status bar). In your call logs, they will be labelled with the rejected calls icon.

    1. Hi Richard,

Sadly to say that the default call blocker feature in Samsung Galaxy S phones can block incoming calls from those with phone numbers only, in other words, this feature can't be used to block private calls or calls from those who hide their numbers.
If you don't mind, you can use a third-party call blocker app that will let you to block private calls, e.g: BlackList app.
